Challenge.gov Platform
Contract with GSA via Kaptivate LLC | Subcontractor: Disruptica LLCSupported the modernization of Challenge.gov, the U.S. government’s flagship platform for public prize competitions. As part of a milestone-based engagement under GSA’s contract with Kaptivate, I collaborated on developing and shipping over 20 new features across the core application (built with Phoenix and Ruby) and the static site (built with Jekyll).
Key contributions included enhancing submission forms, admin dashboards, and improving accessibility, compliance, and performance in alignment with federal digital standards.

Mapea Lo Accessible
Disruptica LLC for the Inter-American Development Bank (IDB)
Led the development of "Mapéa lo Accesible," a digital platform designed to visualize and enhance accessibility for individuals with disabilities across Latin America. Collaborated with the Inter-American Development Bank to create an interactive tool that maps accessible locations to improve urban inclusivity and inform policy decisions. Responsibilities included:
- Platform Development: Engineered a user-friendly interface that allows users to identify and contribute information about accessible public spaces.
- Data Integration: Implemented systems to aggregate and display data on accessibility features from various sources.
- Accessibility Compliance: Ensured the platform met international accessibility standards, facilitating use by individuals with diverse needs.
- Community Engagement: Developed features to encourage user participation and feedback, fostering a collaborative approach to mapping accessibility.

AI Center Of Excellence
Led the design and implementation of an AI-first methodology, an enterprise-grade AI development framework tailored for Unidad de Gestión Pensional y Parafiscales (UGPP), which is a national-level Colombian government agency, part of the Ministry of Finance and Public Credit, created in 2010.
Its primary mission is to ensure citizens and companies understand and comply with their responsibilities and rights regarding the country’s social security system. The UGPP oversees the correct and timely payment of parafiscal contributions (such as pensions and health contributions) and manages the pensions of certain dissolved public sector entities.
Additionally, the UGPP monitors compliance by employers and self-employed workers with social security obligations and is authorized to impose financial penalties in cases of non-compliance. This agnostic methodology integrates AI, RPA, and cloud-native tools to streamline business processes. My role encompassed:
- Direction of the overall project implementation.
- Design and implementation of the AI-First Framework.
- Coordination with the tech team to apply the AI Framework with real data and disseminate results.
- Evangelization to stakeholders for the adoption of the framework.
This framework has been instrumental in accelerating automation initiatives, ensuring compliance, and delivering measurable improvements in operational efficiency.

Emergency Transfer System (SITE)
Co-developed the Emergency Transfer System (SITE), an open-source platform designed to modernize and scale Monetary Transfer Programs (PTM) across Latin America and the Caribbean. Working alongside the IDB, I contributed to designing a flexible, cloud-native system built on micro-application architecture and Kubernetes, ensuring scalability, secure data handling, and cost-efficiency for governments and organizations administering social programs.Key contributions included architecting the beneficiary management workflows, integrating automated eligibility tracking, and enabling rapid deployment of transfer systems to better respond to emergencies and socioeconomic challenges.

Cloud Native Microapps - small apps that build super systems
Cloud-Native Microapps is an architectural approach that simplifies the development of enterprise-grade software by breaking down complex applications into specialized, independently deployable units. Each microapp focuses on a specific business use case and operates within a shared cloud-native framework. This framework includes a unified service mesh, identity and access management system, and secure gateway, ensuring consistency and security across the system. By adhering to this structure, microapps maintain compatibility with various architectural styles, including microservices and micro frontends, while emphasizing reliability, resilience, and security.
The microapps architecture promotes the formation of cross-functional teams, each responsible for the end-to-end development of their respective microapp—from database to user interface. This team structure enhances agility, allowing for faster time-to-market and more efficient maintenance. The modular nature of microapps also facilitates better team organization and lowers development costs. By reducing the complexity of large-scale applications to a linear scale, Cloud-Native Microapps enable organizations to build scalable, adaptable systems that align closely with business strategies and user needs.

Coordinate and facilitate the first IMF's Public Financial Management Hackathon, focusing on streamlining payment systems for social programs. University Students Build Self-Driving Cars with Disruptica
Disruptica's Research and Development Initiative along with EAFIT University in Medellin, Colombia, offered students their first ever Self-Driving Cars course. During the course of a semester, students were able to successfully build a model car that could drive along a simulated road and detect objects, replicating a real life experience.

Strategic plan for implementing Robotic Process Automation (RPA)
Contract with IDB to support Colpensiones | Consultant: Disruptica LLC Supported the strategic plan for implementing Robotic Process Automation (RPA) across Colpensiones’ key operational areas: Labor History Management, Standardization Management, and Rights Determination. Through a comprehensive engagement, we contributed to accelerating process automation, cutting rights determination times from four months to just 45 days for 30% of cases.Key contributions included developing a roadmap for automation maturity, recommending the integration of AI and RPA technologies, improving citizen-facing digital services, and strengthening internal IT governance and data management, aligning with Colombia’s national digital transformation initiatives.

AI Solves Security Issue in Medellin, Colombia
EAFIT University students took part in a three-day artificial intelligence boot camp, aimed at solving a social problem -- security in the city. The challenge was to build an AI algorithm that can read license plates from videos shared to authorities through social media. This can be used in cases of car theft or other safety concerns.
